Can I request a personal budget (PGB) to care for a family member?

The short answer

It is not possible to apply for a PGB yourself to care for a family member. The family member who needs care must apply for the PGB themselves with the care office or the municipality. If the PGB is granted, the family member can hire you as a care provider and pay you from the allocated budget. However, you must then meet the requirements set for care providers. The family member will always remain the budget holder and determine how the care is organized.

What does the law say?

The Long-Term Care Act (Wlz) and the Social Support Act (Wmo) regulate when someone is entitled to a PGB. Only the person who needs care can apply for a PGB. The law stipulates that family members can be hired as care providers, except for cohabiting partners. However, there are conditions for the quality and accountability of the care provided.

What do you need to be aware of?

There are important conditions attached to working as a care provider for a family member with a PGB. You often have to sign an agreement and sometimes undergo specific training. You also have to keep administrative records of the care provided. Be aware that cohabiting partners are usually not eligible to be appointed as care providers.

After approval, she receives a monthly budget of €800. She appoints Maria as her care provider and pays her €15 per hour for 10 hours of care per week.
